Indonesia Broadband Plan Support Activity

Integra provided focused advisory support to Indonesia’s Ministry of Planning (BAPPENAS) to develop programs, culminating in the launch of the Indonesia Broadband Plan (IBP) in 2014.

Our initial engagement was to assess the programs and processes of the Universal Service Obligation (USO) Fund, and then to provide advice on development, design, and creation of a reformed USO Fund. This process went so well that Integra was invited to continue to support BAPPENAS in the development of the Indonesia Broadband Plan (IBP), a guiding document for a whole-of-government approach to broadband development.

Working through a dedicated local staff supported by expert international consultants, Integra provided institutional support to develop the IBP that included facilitating stakeholder consultations and working with line ministries to identify priorities. The IBP identified six flagship programs: an undersea fiber-optic ring, wireless rural broadband, shared ducting, data centers, digital literacy, and universal service reform. It was launched in October 2014 and is currently being implemented by the national government of President Joko Widowo.
