Partnering to Accelerate Entrepreneurship (PACE) Initiative Strategic Review 2.0


The Integra LEAP III team delivered an assessment of USAID’s 2013 PACE initiative. The initiative catalyzes private sector investment into early-stage enterprises and identifies innovative approaches to unlock the potential of promising enterprises at a global level. This assessment will review closed and ongoing activities with the following objectives:

  1. To understand the results across the portfolio by assessing the relevance, effectiveness, efficiency, impact, and sustainability of PACE-supported intermediaries;
  2. To enhance current PACE activities in the remaining life of the project; and
  3. To identify data-driven trends valuable for all stakeholders (appropriate USAID CORs/AORs and Activity Managers, PACE intermediaries, public and private collaborators/implementers, and SGB beneficiaries) that support early-stage businesses.

The LEAP III team conducted initial desk reviews as part of Phase I of the assessment. Subsequent activities in Phase I included a brainstorming session with USAID staff, a synthesis of findings and findings brief, and the development of an inception report outlining the research questions, methodology, data collection methods, and a task list and schedule for Phase II.

In Phase II of the assessment, the team collected additional data needed for the assessment, adjusting for the restrictions posed by the COVID-19 pandemic.
