USAID Indonesia Clean Energy Development Project (ICED) II Mid Term Evaluation

Integra was awarded a subcontract by Management Systems International (MSI) to conduct a mid-term performance evaluation of the Indonesia Clean Energy Development Project (ICED) II. ICED II is the Mission’s largest clean energy program in the region, working to improve the government’s capacity to navigate and improve the clean energy center. The purpose of this evaluation was to provide USAID/Indonesia with an update on ICED II’s progress to date, as well as with insight regarding aspects of ICED II have been most effective, and how a reallocation of resources might benefit the project in the future.

As part of this evaluation, the team conducted 37 key informant interviews with ICED II counterparts within the Indonesian Ministry of Energy and Mineral Resources, Bappenas, Perusahaan Listrik Negara or PLN (state-owned utility company), as well as provincial government officials in three out of the five ICED II priority provinces (North Sumatra, East Java and South Sulawesi). Also part of the KIIs, the team met with relevant financial institutions and project developers, and conducted four site visits to projects supported by ICED II.
