Position: Chief of Party (COP), USAID/Bantu II

Integra is seeking a Chief of Party for the USAID Health Technical Assistance Project (USAID Bantu II) is a five-year task order awarded to Integra Government Services International LLC (Integra) in partnership with FHI 360. As a follow-up to BANTI I, BANTU II is the next-generation health sector support mechanism designed to enable USAID to continue engaging in effective and adaptive technical assistance while accelerating local ownership and Indonesian self-reliance goals. This position will report to Integra’s Technical Director of USAID contracts and will be based in Indonesia. Local and expatriate candidates are encouraged to apply.

Responsibilities

  • Provide overall leadership and technical direction throughout the life of the project with a focus on achieving results as described in the contract documentation.
  • Experience in managing similar platforms is preferable.
  • Serve as a primary point of contact for USAID staff and relevant stakeholders, reporting on progress, assessing evolving needs, communicating lessons learned, etc.
  • Develop collaborative relationships with key stakeholders, including the USAID/Indonesia Mission and relevant regional, and national actors including implementing partners, government institutions, and other professional organizations.
  • Oversee the start-up of the contract and project-wide products and initiatives, and contribute to technical work products, provide quality assurance, and own the delivery of high-value reports, workshops, etc. to USAID clients.
  • Work with Integra home-office staff in personnel and financial management of the overall project. Ensure compliance with USAID regulations, Integra’s policies and standard operating procedures, and national laws and policies.
  • Provide leadership and strategic direction to ensure the programmatic and financial integrity of the project and to achieve rapid and sustained project goals, objectives, and targets.
  • Oversee the project’s operations, finances, and administration to ensure compliance with project results and oversight of project activities to achieve the stated objectives.
  • Develop and maintain strong working relationships and alliances with USAID, the Indonesian Government Ministries, other USG implementing partners, private sector partners and other key stakeholders in Indonesia.
  • Ensure the development of strong M&E mechanisms, program monitoring tools and efficient systems to ensure high quality implementation.
  • Develop strategic plans, annual and quarterly work plans, and overall management of the program in line with USAID guidelines to achieve project objectives.
  • Provide guidance, in collaboration with key staff, to subcontractors and subgrantees and coordinate activities with other agencies.
  • Ensure compliance with USAID operational policies and regulations.
  • Other duties as assigned.

Requirements

  • Master’s degree in public health, public administration, government, international development, or other relevant area of study.
  • Proven ability to guide all aspects of technical assistance support, and team building and communication in a multi-cultural setting.
  • 10 years of experience on health projects providing TA work and/or sub-contract management.
  • 10 years of PM and leadership, including large USAID funded projects.
  • Demonstrated leadership capacity, strategic vision, and ability to build and sustain positive relationships with donor agencies, governments, and partners.
  • Strong interpersonal and PM skills.
  • Demonstrated problem solving, analytic, financial, and evaluative skills.
  • Experience with USAID rules and regulations.
