The USAID/Bureau for Humanitarian Assistance (BHA) asked LEAP III for assistance with cost-benefit analyses (CBAs) of USAID/BHA’s development food security activities and guidance on improving BHA’s use of economic analysis throughout the program cycle to inform USAID and IPs on programmatic and strategic decisions. Integra’s efforts included:
- Task 1: Provide a technical review of economic analyses submitted by applicants funded with Title II resources.
- Task 2: Develop a guidance document for future Title II-funded nonemergency activity applicants to improve the quality of their ex-ante economic analyses.
- Task 3: Update ex-ante CBAs of two recently awarded Resilience Food Security Activities (RFSAs) funded with Title II resources.
- Task 4: Provide technical support to the BHA design team in developing a request for assistance for future Title II–funded RFSA procurement.
Integra also focused on identifying clear, sequential analytic steps to facilitate livelihood identification throughout the BHA activity design phase, solicitation phase, and refinement period, as well as creating and updating any guidance material for any new or revised analytic exercises to guide this process.
