Integra completed a performance evaluation of the RDAP, the cornerstone the OFDA program in the LAC region. The assessment examined the usefulness of RDAP’s structural model used in LAC to ensure OFDA’s ability to respond to disasters, documented the overall effectiveness of the program in improving regional preparedness for disasters, and measured the level of capacity built with local stakeholders. The team also identified lessons learned and provided recommendations for future programming. The team found that strengths of the RDAP program included the trainings in disaster assistance, and the flexibility and credibility of the RDAP model in the countries. Weaknesses included a lack of performance management, limited budget, and a lack of continued and advanced training.
