Ukraine and Moldova Telecoms USF Support

Integra responded to requests from the governments of Ukraine and Moldova to evaluate processes of establishing a universal access regimen, before providing training to government staff.

Ukraine and Moldova have similar telecommunications infrastructure, significant installed fixed-line capacity that dates from the former Soviet Union, but a lack of internet access. Both countries were looking for guidance on policy to promote broadband access outside of major cities.

Integra delivered a training workshop in both countries, focusing on the steps of establishing a program in the order they would need to be enacted. These included legislative steps, regulatory steps, organizational development activities, identifying gaps, and designing programs. An overview of these steps can be seen here.

After the training, the Moldovan government requested a full program of telecommunications technical assistance from USAID.
