Integra, through USAID’s Global Broadband Innovations Program, supported the enhancement of Universal Service and Access Funds (USAFs) as a resource to promote ICT development. A series of modules was created to help guide countries who needed assistance in forming USAFs. This first module addresses how to conduct Strategic Planning for USAFs.

Under USAID’s Global Broadband and Innovations Program, Integra developed this module to provide a set of prototype concepts for the development of USAF operational programs. These have been defined based upon a wide range of experience, ideas, and inputs from active USAFs around the world, as well as research and analysis concerning the status of ICT development and USAF practices in many different developing economies.

This module will present the background, definitions and examples concerning Monitoring and Evaluation in relation to Universal Service

Integra, through USAID’s Global Broadband Innovations Program, supported the enhancement of Universal Service and Access Funds (USAFs) as a resource to promote ICT development. A series of modules was created to help guide countries who needed assistance in forming USAFs. Part 2 of the Monitoring and Evaluation module will provide a more practical application of monitoring and evaluation, following the background, definitions and examples presented in Part 1.

Integra, through USAID’s Global Broadband Innovations Program, supported the enhancement of Universal Service and Access Funds (USAFs) as a resource to promote ICT development. This module presents information, examples, and recommended methods for the data collection and market analysis responsibilities of USAF administrations, in support of their program and project development and evaluation functions.

Under the Global Broadband and Innovations (GBI) project of USAID’s Office of Energy and Infrastructure, Integra undertook an assessment of the Guatemalan ICT sector. The assessment report identified a number of constraints to both ICT expansion and the translation of ICT growth into improved development outcomes, identifying issues for the Guatemalan government, private sector, and civil society to tackle, and areas where USAID could provide development assistance.

Under the Global Broadband and Innovations (GBI) project of USAID’s Office of Energy and Infrastructure, Integra undertook a study of the Colombian ICT sector. The assessment looked for areas where USAID could lend support and leverage Colombia’s nascent ICT sector to increase the size of the network in the country, and help allow telecommunications firms to build more infrastructure in rural areas.
