Haiti’s post-quake food security show signs of improvement, which may get even better with the right mix of policy priorities. Although the Caribbean nation remains more food insecure than it was prior to the January 2009 earthquake, it is 13 percent more food secure than it was in the immediate aftermath of the earthquake.

In order for Haiti to meet the needs of its 2.5 to 3.3 million people thought to be food insecure, there ought to be a raft of bold nationally-led agricultural policies and projects. Haiti is in a prime position to chart this course due to its central position in the U.S initiated Feed the Future investment plan. This country-led initiative aims to foster food security and agricultural development in a truly endogenous manner. In other words, Haitians, like other Feed the Future countries, will have ownership over the process.

Although Haiti’s agricultural productivity hinges on a myriad of bold policy initiative, in my view, two things top the agenda: 1) The establishment of a national ICT policy with key focus on agriculture; and 2) The decentralization of agricultural management and educational facilities.

Despite demonstrable economic gains worldwide from ICTs in agriculture, Haiti still lacks a national ICT policy. A clear ICT policy will provide a guide for action for multilateral agencies, national action and NGO involvement in the ICT for agriculture sector. Haitian farmers are subjected to ad hoc marketing systems, a wide range of anthropogenic shocks, natural disasters, and limited information to make sound cost-benefit analysis. A solid national ICT policy will provide a basis for Haiti and its transnational donors to tackle these challenges in a coordinated manner—eliminating the well-entrenched culture of duplication.

It is imperative that the state take a lead on this to build its credibility and bring order to a development landscape dominated by NGOs—there is one NGO for every 3, 000 Haitian. Since the 1970s , NGOs have steadily gained a toehold in the country. This is largely because of the perception of endemic corruption within the Haitian government.

While I believe that ICTs ought to be used at all three major stages in the agriculture sector –pre-cultivation, crop cultivation and harvesting, and post harvest— it is most critically needed at the first juncture, pre-cultivation, crop selection, land selection, accessing credit and itemizing when to plant. If given the information for the proper selection of the best crops to plant according to their land type, access to input and generous credit, Haitian farmers will be well positioned to make proper cost-benefit analysis and thrive.

To achieve this, the ICT policy must emphasize the use of GIS and remote sensing. GIS and remote sensing technologies may be used to gather information on soil quality and available water resources. This will aid irrigation strategies in Haiti where water management is poor. Further more, the ubiquitous nature of cellphones in Haiti means that this information may be easily disseminated. Farmers may also be alerted about where to get seeds/other inputs and access credit.

To this end, Haiti ought to decentralize its agricultural framework. Haiti has evaded decentralization proposals for decades, but as the post-quake scenario shows, new life ought to be bred into this initiative with urgency. One third of newborn babies are born underweight. Acute under nutrition among children under five years old is five percent and a third of them suffer from chronic under-nutrition.

The collaborative work being done by the Les Cayes campus of the University of Notre Dame d’Haiti (UNDH), an innovative agronomy school, attests to the importance of decentralization. “The University uses its 40 acre farm as a catalyst for outreach, to assist poor farmers in building sustainable livelihoods, to map and protect biodiversity, and to expand civic participation among the rural poor.” Through these interventions, UNDH seeks to contribute to sustainable development and governance, important factors in rebuilding Haiti after the earthquake.

 

USAID representatives yesterday at a panel discussion hosted by the Partnership to Cut Hunger and Poverty in Africa came out strongly in support of Food Security through Agricultural Development.  Rob Bertram, a biotechnology Team Leader in EGAT’s office of Environment and Science Policy, spoke about the need to increase productivity and to facilitate regional trade, noting that 90% of potential gains from agricultural trade in Africa are in regional markets. He made the point that the 2008 food price crisis illustrated that African countries cannot depend on imports for food security – they must work together to meet their own food security needs.

His point was made as part of a discussion on USAID’s Feed the Future program and how it reflects the principles of the Comprehensive African Agriculture Development Program (CAADP) put forward by the African Union.  He noted that Feed the Future takes CAADP as a model and therefore includes a focus on things such as smallholder growth, science and technology, and natural resource management.

Ms. Rhoda Tumuslime, an elected commissioner of the African Union, spoke of Feed the Future as a “great hope” for Africa, and expressed her grave concern that “ongoing discussions” on capital hill could adversely impact the program.

Eric White, of the GBI team, gave a presentation to a gathering of USAID infrastructure specialists from missions around the world about the importance of investing in ICT infrastructure. He specifically highlighted the importance of wireless voice and broadband connectivity in meeting the US Government’s goals under the new “Feed the Future” program.

Food Security, Mr. White explained, can come either through improving domestic agricultural output and distribution or through improved cross-border trade facilitation.  He highlighted ways that ICT infrastructure improves both.  After pointing out that agricultural development is the flip side of rural economic growth Mr. White explained how numerous studies, at both the macro and micro level, have found a 10-1 relationship between expanding ICT coverage and GDP growth.  A 10% increase in ICT penetration is generally associated with a 1% increase in GDP growth rates.

Mr. White then explained how it is possible to work with private sector firms to expand ICT access to rural people in developing countries.  He pointed out the remarkable willingness-to-pay of even the very poor when it comes to communication.  Even people living on only a few dollars a day are willing to pay up to 10% of their income for access to communication.  Given that relatively large willingness-to-pay and a relatively low cost of capital it is in fact possible to reach every developing country resident with wireless technology through the smart use of targeted subsidies and investment in emerging low-cost technologies.


This is a research paper compiled by the Center for Global Development, an independent, nonprofit policy research organization dedicated to reducing global poverty and inequality and to making globalization work for the poor.  The paper evaluates and draws conclusions about a mobile education program, called Project ABC in Niger.

The pilot phase of Project ABC began with the Catholic Relief Service (CRS), in partnership with UC Davis, Tufts, and Oxford University and shows how SMS can turn mobile phones into a platform for adult literacy and market information for agricultural communities.

Projet d’Alphabetisation a Base Cellulaire, or Project ABC, works with non-formal education centers established by the CRS Niger Food Security and Nutrition Program (2007-2011), is funded by USAID/Food for Peace, and is implemented with Care and Helen Keller International. The project uses multimedia phones that have been programmed with a digital curriculum in the local languages of Hausa and Zarma, and incorporates a practical literacy component tied to obtaining market information via text message.

In the first year of ABC, participants learn basic cell phone technology, including SMS. In the second year, interactive multimedia phones and a digital curriculum that includes phonetic activities and varied texts are used to further develop literacy skills. Participants also use skills in literacy, numeracy, and basic cell phone technology in a companion program that teaches them how to request and retrieve market information via SMS.

The final research paper indicates that mobile phones have had an impact on participants’ literacy skills, and the model could be sustainable in the long run:

Overall, students demonstrated substantial  improvements in literacy and numeracy test scores, suggesting that the adult education curriculum is effective in increasing learning. Students in mobile phone villages showed substantial additional gains in literacy and numeracy exam scores.

There is also evidence of persistent impacts: eight months after the end of the first year of classes, students in ABC villages retained what they had learned better than the non-ABC students. These effects do not appear to be driven by differences in the class time devoted to students, teacher experience or teacher and student attendance. Rather they can be partly explained by the effectiveness of mobile phones as an educational tool: Students in ABC villages used mobile phones more frequently to make calls, write SMS and search for price information as compared to their nonmobile phone counterparts. The program suggests that simple and relatively cheaper information and communication technology can serve as an effective and sustainable educational tool for rural populations.

According to Isbrandt, the program is operational in 56 literacy centers in the rural regions of Dosso and Zinder, in primarily agricultural villages. As is the case in most rural settings in West Africa, local language reading materials are otherwise scarce. Participants in the program include 1,400 learners, half of whom are women
