On August 11, Afghans will be able to receive free access to radio news broadcasts, cricket scores, and other informational audio content through their mobile phones.

The USAID project—named Mobile Khabar, roughly translated to “News” in Dari and Pashtu”—is made to improve Afghans’ access to information and empower local journalists.

With 28 percent illiteracy, and an estimated 60 percent of Afghans using mobiles, cellular phones are a widely used technology more accessible than radio and have a much wider reach.

Troy Etulain, the project’s architect and a senior advisor for media development in USAID’s Office of Democracy and Governance, says that when the system is up and running in a month, users will be subscribe to local radio reports by dialing a four-digit code on their cellphones.

The information will include everything from national cricket scores to English lessons offered through the Afghan foreign ministry. Additionally, audio bloggers will contribute to commentaries through a system similar to voicemail.

The system uses interactive voice response, or IVR and provides free, customizable menus of news and public information via mobile, making a variety of topics for the caller to choose from.

For example, a user could listen to a requested cricket update then hear a story about HIV/AIDS in her hometown, followed by the option to leave a message. The system can also be programmed to tell the user the number of AIDS patients nearby, letting her know that she’s not alone and creating a virtual community similar to other social media sites.

“If the technology connects, empowers or protects them or helps make other people who are not part of the community aware of them and their potential, then it’s doing profoundly new things,” Etulain declares.

USAID funding for the project runs on a $7 million grant that may increase to $16 million if option years on the main contract are fulfilled.

Mobile Khabar is just one part of USAID’s media development program in Afghanistan—the largest the agency has ever funded using new technologies, and regional journalism training centers, to seek and fill information not covered in newsrooms.

Within the centers, professional Afghan journalists and citizen bloggers are being trained in everything from Internet media skills and business management, to the reporting basics, such as ethical objectivity and story selection, Etulain says.

One of the common ways USAID utilizes these journalistic skills on the ground, is supporting community radio stations with the goal of making their operations solvent and the programming relevant to their audience, which encourages civil society participation.

For example, a call-in show that allows citizens to question their elected officials or covers topics that might not otherwise get airplay, like domestic violence or school dropout rates.

Mobile Khabar is a platform that allows local radio stations to become available on mobile phones, an innovative approach that extends the reach of information while encouraging sustainable economic development.

“From a media development perspective, this says to a local radio station in Mazari Sharif: ‘OK, now you have a national audience,” Etulain explains, “Wherever people have access to mobile phones, they can listen to you. And you get paid more the more people that listen to you.”

USAID funding for the project’s programs and bloggers are distributed based on their popularity: the more listeners they attract, the more money those programs and bloggers will earn, he says.

The Mobile Khabar project is a complement between old journalism and new technologies, providing an accessible avenue to inform Afghan civil society on relevant content. All while empowering local journalists to speak up and contribute information on what they see to their people.

Last month, food assistance from the United Nations World Food Program (WFP) reached more 26,500 people fleeing fighting in Sudan’s South Kordofan state. Not even close to a tenth of the 400,000 Southern Sudanese they fed before the latest outbreak of violence.

In humanitarian assistance missions, delivering aid to displaced people, at the right time, in sufficient quantities is extremely challenging, especially in inaccessible rural areas.

Lack of infrastructure prevents transportation, erupting violence hinders efforts, and overall allocation is inefficient and ineffective.

The Last Mile Mobile Solutions (LMMS) is a mobile technology aiming to change the aid distribution process.

LMMS bypasses the challenges that remote data collection typically faces in the last mile. With the swipe of a photo ID card, families receive the right amount of food, without waiting in line or conducting paper work

The beneficiaries of aid are directly registered in the field, and then immediately integrated into a humanitarian assistance project database, strengthening inventory control during aid distribution.

Ben Tshin of World Vision explains how the digitalization and automation of the aid distribution makes, “digital records of what we serve and how we serve them.” While the time to collect, stock, allocate, and report a humanitarian aid necessities is cut in half.

Initially working with World Vision, a partner of the UN’s World Food Program, LMMS was piloted in Kenya and Lesotho in 2008 to assist with general food aid distributions.

Success of the pilot led to an extension of LMMS being used in all of World Vision’s feeding programs. In 2009, LMMS was adapted for feeding programs targeted for vulnerable populations to improve World Vision’s distribution and reach.

LMMS was designed for food allocation, but “is not specific to World Vision,” Tshin states, its framework is flexible enough to be used by other organizations working in humanitarian assistance.

LMMS streamlines the distribution process, but digitalization also makes the donor money more transparent—allowing donors to see who, what, and where their funds are going. Information on aid delivery activities is stored, aggregated and can be sent to donor organizations in a PDF format.

This new communication tool makes organizations on the ground more accountable to their donors, encouraging fair distribution and preventing redundancy between projects.

The LMMS also has a long-term goal in mind for how organizations can use this resource in its full capacity.

Potentially, the mobile technology could be a, “cloud online solution,” where donors in Washington will be able to view what is happening in humanitarian assistance missions abroad, in real time.

LMMS can conceivably be a central and secure point for data collection to improve efficiency in program planning and effectiveness, a very useful tool in the newly emerging, conflict prone regions of South Sudan.

This mobile technology can also help the current humanitarian assistance in South Sudan identify those in need of emergency food assistance and reduce food allocation time, which provides more people with food in less time—before more violence erupts.

Last week a State Department official responded to the NY Times article on the “Internet Suitcases,” defending the main goal of the U.S.’s investment on the innovative technology as upholding the U.N. Declaration of Human Rights.

The Times article cited that the U.S. government is investing in individualized mesh networks, which are networks connected through individual nodes that do not have to rely on a central server to capture and disseminate information.

It was contested that this type of technology is ideal, and being provided by the U.S., for dissidents living in oppressive regimes to subvert censorship and avoid Internet shutdowns.

Acknowledging this, the official maintains, “…to fight against regimes is not the main aim, but rather, leveraging modern communication to uphold the freedom of expression of opinion is.”

Arguably, governments that respect the rights of civil society have nothing to fear in freedom of speech and opinion, further, they have no reason to fear freedom of the Internet.

The official admits that the Internet is not a one-size-fits-all solution and recent grants have been given to developing technology itself along with raining, and have been used on mobile innovation, citing mobile causing a, “pocket phenomenon.”

According to the official, “…the need is not one particular piece of technology or one silver bullet. The need is to be responsive to the ongoing challenges of people who are trying to call out the problems in their societies and give voice to their own future.”

The official referenced a Sudanese blogger writing about a YouTube video of a ballot box being stuffed, commenting that the National Election Commission would not investigate any evidence that was posted on the Internet. Instead, he/she cited, people posting the video were the ones being targeted and investigated.

In cases like these, the official recounted, it is the State Department’s obligation to help aid these freedoms by re-crafting the current model.

“And it hasn’t worked for Mubarak, and it hasn’t worked for Qadhafi, and it’s unlikely to work for Asad, and there are others who eventually will have to deal with either the stark choice of giving people the space to have a role in crafting their own futures or the lack of sustainability of their present model,” the official stated.

However, when asked by reporters which countries or groups this type of technology was being developed for, the official deferred questions about China, only stating that the Great Chinese Firewall and their type of censorship is a “different kind of freedom threat.”

The State Department’s recent statements are in light of the recent U.N. report declaring Internet access as a basic human right. The mesh networking innovation has the potential to leapfrog connectivity barriers and deliver freedom of expression to the oppressed.

Throughout Africa human rights violations are being conducted all over the continent, but technology is shifting the power of information into the hands of the repressed.

Leveraging mobile phones and FM radio have been the channels to achieve this objective, according to the 2011 Amnesty International Annual Report.

Political activists and citizens have used other new communications forms, such as Facebook and Twitter, now easily available on mobile phones, to bring people to the streets to demand accountability.

“In many countries in Africa,” says Secretary General, Salil Shetty, “there is now a vibrant civil society, which, although often still repressed, can no longer be ignored by those in power.”

The report states that 2010 may be known as the year where technology aligned both activists and journalists to bring truth to the world of power.

The Secretary General also mentioned that innovative crowdsourcing technologies, such as forerunner Ushahidi.com of Kenya, have opened up a whole new set of possibilities for conflict prevention by tracking and recording abuses.

He acknowledges that they have been tools that have aided the struggle for human rights, despite the adversary from governments, in particular those in the Middle East and Northern Africa, to restrict the flow of information and censor communication.

In this sense, Shetty cautions, that the use of technologies are not a magic bullet solution that can completely determine and end human rights violations: “Technology will serve the purposes of those who control it – whether their goal is the promotion of rights or the undermining of rights,” he advised.

“We must be mindful that in a world of asymmetric power, the ability of governments and other institutional actors to abuse and exploit technology will always be superior to the grassroots activists, the beleaguered human rights advocate, the intrepid whistleblower and the individual…”

Even so, Shetty digressed that these are amazing times for human rights activists who recognize the potential of technology, which provides the context to evade censorship and reveal truth. They also holds the promise, he continued, that we will be, “living in a truly flat world,” where we are all connected by an accessible information that flows across borders and all can provide a voice to help determine major decisions in our lives.

“Fifty years on the world has changed dramatically, but the imperative for individuals to stand together to fight injustice and protect the rights of human beings, wherever they may be, has not,” the Secretary General emphasized.

Assessments of the state of human rights in countries across Africa, Amnesty concluded:

Uganda—law enforcement officers “committed human rights violations, including unlawful killings and torture, and perpetrators were not held to account” and “a number of new and proposed laws threatened the rights to freedom of expression and freedom of assembly”.

Zimbabwe—“police continued to arbitrarily arrest and detain human rights defenders and journalists undertaking legitimate human rights work”. However, there was “some loosening of restrictions on the media and parliament debated a bill to reform the repressive Public Order and Security Act”.

Swaziland—“human rights defenders and political activists were subjected to arbitrary detention, ill-treatment and harassment … Torture and incidents of unjustified use of lethal force were reported. The prime minister appeared to publicly condone the use of torture.”

Sudan—“human rights violations, mainly by the National Intelligence and Security Service, continued to be committed with impunity. Perceived critics of the government were arrested, tortured or ill-treated and prosecuted for exercising their rights to freedom of expression, association and assembly. Death sentences were handed down, including against juveniles. Women, young girls and men were arrested and flogged in the north because of their ‘dress’ or ‘behaviour’ in public places.”

The Ghanian government will spend $10 billion to realize its potential as a major ICT hub in West Africa.

Last week, Ghana said it “initiated the establishment of an innovation center that will promote export-oriented ICT products and services and generate employment opportunities.” The center will form part of an ICT Park to be built in Tema.

The West African nation notes that these plans are part of its drive to build a knowledge-based economy. The “Communications Minister, Mr Haruna Idrissu, said ICT parks worldwide played a critical role as intermediaries that supported knowledge-based economies.” The minister cited the Smart Village in Egypt, Innovation hub in South Africa, Software Technology in India and Technology Park in Malaysia as models for Ghana.

The establishment of ICT Parks may also strengthen the link between Ghanian research institutions and industry. This may engender a culture of commercial research funding, instead of the state-based framework currently used.

Mr. Idrissu says the project is a collaboration between Ghanian businesses, and the Ministries of Trade and Industry and Communication, which will stimulate private sector-led investment in ICT infrastructure. The proposed park is expected to promote technology development and diffusion, and stimulate the formation of new technology-based firms, which will boost wealth creation and provide jobs.

He says efforts are underway to build consensus for the project. Stakeholders were invited to a meeting to view the proposed design of the ICT Park. Ghana has instituted a range of measures to boost its position as a leading player in Africa’s emerging technology sector. Its eGhana project is slated to create over 7, 000 high-end jobs.

Announced last week, an application won second place in the Apps4Africa competition allowing citizens to record and report real time information on government corruption.

Launched last July in Nairobi, the Apps4Africa competition funded by the U.S. State Department, united the brightest African developers with social problems that could benefit from innovative mobile technology.

The competition attracted 20 entrants – each offering a unique approach to improving life in the region.

The second place winners, Kleptocracy Fighters Inc., developed a mobile application empowering citizens for fighting kleptocratic government officials using mobile technology. They received $3,000 USD and a Nokia N900 for the innovation.

Kleptocracy is a term applied to government authorities taking advantage of power positions to extend their personal wealth by appropriating public funds and goods through corruption, impunity, and political power.

Government corruption runs rampant in Kenya amongst other Sub-Saharan African countries. According to the 2010 Corruption Perception Index, Kenya received a score of 2.1—on a scale from 10 being very clean, to 0 being highly corrupt.

Kleptocracy Fighters (K Fighters) seeks to offset this by lending the crowd souring potential of SMS service, mobile phone applications, and web-enabled applications to report and record real time incidences of corruption.

The aggregated data reports are forwarded to legal and media partners to help publicize the cases of corruption, and lead to possible persecution.

 

 

 

 

This mobile application aims to help build trust, accountability, and transparency for those in developing nations lacking a trustworthy outlet.

K Fighters is an international organization headquartered in Delaware. The four founding members are from East Africa, the U.S., and Latin America, all choosing to remain anonymous for their personal integrity until the platform is finalized.

They have started pilot projects in Latin America and Africa to see if the platform is a scalable and sustainable model that can bring corrupt governments to justice.

Sao Paulo, Brazil is now adopting open source e-government software as an early adopter of open government 2.0.

On June 8, 2011 Microsoft will be sponsoring Govcamp Brazil to facilitate the collaborative discussion and create an open learning environment to foster understanding in this emerging field.

E-governance takes the input of many parties, within the governing body, civic society, and needs the participation of private sector to service them. As a result, there has been an the technology of Government 2.0 has been highlighted, rather than the results it enables.

As former U.S. deputy CTO Beth Noveck pointed out, though, there is more to these new tools: “Gov 2.0 is a popular term but puts the emphasis on technology when our goal was to focus on changing how government institutions work for the better.”

Microsoft’s involvement in Brazil’s initiative demonstrates the global company’s exclusive and evolving role in looking outwards, where Government 2.0 and e-government is increasingly more prominent around the world.

Rodrigo Becerra of Microsoft provided this insight on the purpose of the Gov 2.0 camps:

This is a space for creating connections to happen between citizens, organizations, groups and governments that may otherwise not exist. We have done them in Berlin, Mexico City, Colombia, Moscow, Toronto, London, Sydney, Wellington, Boston, India, and we’ll sponsor the Brazil event in the coming month. We specifically have local organization committees running each event, We conduct them in all local language and invite social media, competitors and partners to revel in the discourse to help drive the progress of the Gov 2.0 movement

The open source software represents how the Government of Brazil wants to create a solution where civic society has documentation and support online.

It also generates knowledge networks, shares information, and fosters the growth of domestic technology, as the systems design can be adapted to local Brazilian needs.

The US State Department hosted the second of its TechCamp workshops in Jakarta last month, in an effort to strengthen civil society organizations in disaster prone areas.

The idea is to take the knowledge of non-governmental (NGO) and civil society organizations (CSO) familiar with the humanitarian problems and unite them with the technology gurus who might have ground breaking ideas to solve them.

When the recent tsunami annihilated Japan, the world was able to band together on the Internet because innovative systems were created to help locate lost victims and donate funds. The State Department wants to leverage these inventive minds to help grassroots organizations around the world fight humanitarian crises.

“We saw the ability of digital natives and the networked world, using lightweight and easily iterated tools, to do something rapidly that a big organization or government would find difficult, if not impossible, to do,” Richard Boly, the State Department’s director of eDiplomacy, stated. “The question is: Can we get that same magic to happen when people aren’t dying?”

Secretary of State Clinton’s vision of Civil Society 2.0 is embodied in the Techcamps, to empower civil society groups with the digital tools and hands-on training needed to better execute their missions in the 21st century.

TechCamps focus on the challenges and needs of civil groups and then provides the technology consultations and digital literacy training to help solve them. The goal is to improve the resilience of NGOs and CSOs by increasing their literacy and connecting them with local, regional and international technology communities.

Last November, the TechCamp program piloted in Santiago, Chile as part of Secretary Hilton’s Civil Society 2.0 goal. In that gathering, NGOs and technologists from around Latin America discussed new tools to promote democracy and economic development.

TechCamp Jakarta, however, focused on disaster response and climate change.

Indonesia has a large social media presence, with the second largest number of Facebook members (after the U.S.), and like Haiti and Japan, is more susceptible to future disasters.

In addition to the change in topic, during the Techcamp in Jakarta, the State Department invited additional stakeholders—including the World Bank, USAID, and large technology corporations—so that emerging ideas would have the capital needed for a sustainable lifespan. Boly explained, “It’s a way to identify the next Ushahidi or FrontlineSMS and help them scale quickly”.

Several corporate partners signed on for the second session including Alcatel-Lucent, Novartis, Intel, Google, Microsoft, and Cisco. Leading technologists, including Josh Nesbit of MedicMobile and Kate Chapman of OpenStreetMap facilitated the discussions with Indonesian civil society leaders.

USAID is open to the new, collaborative approach. “TechCamp is all about digital development,” USAID Chief Innovation Officer Maura O’Neill asserted to Fast Company. “We are mashing up local insights and tech tools to save lives, create stable and open governments, and greater prosperity for all.”

The next TechCamp will take place in Lithuania this month to coincide with the biennial convening of the Community of Democracies.  Following will be Moldova in July with a focus on open government. Another six or seven gatherings are in the works, the State Department says, to possibly take place in India, sub-Saharan Africa, and Latin America.

Morocco has launched three new projects, including a $US 65 million research fund, to encourage partnerships between researchers and businesses and boost investments on cutting edge innovations.

 

The project includes building four new ‘innovation cities’—science and technology hubs that will host research centers, specialized companies and business incubators—will establish the Moroccan Center for Innovation (MCI), and three research funds worth $US 65 million.

 

Moroccan education minister Ahmed Akhchichine said that three innovation cities will be built this year in Fez, Marrakech and Rabat, and the preparations for a fourth center in Casablanca are underway and will be ready next year.

 

The goal of the Moroccan Centre for Innovation, who leads the strategy, is to track down potential inventors at the country’s universities and provide them with the financial backing to implement their innovations.

 

The funds will support grants for young researchers, and the research and development divisions of certain companies according to Ahmed Reda Chami, Morocco’s minister of industry, commerce and new technologies.

 

Youssef Ait Ali, an inventor, said that these grants could help in removing the financial blockades that have continuously obstruct the rolling out of new inventions.

 

“The government is prepared to raise the amounts that are budgeted for encouraging innovation and creativity to keep up with the demand,” Finance Minister Salaheddine Mezouar said.

These government-backed initiatives have the financial and regulatory framework to heighten and sustain innovation throughout the country. Akhchichine is hopeful at this projects prospects, “Last year, Moroccan universities managed to produce 40 patents, compared with less than 10 patents in the previous year”, he said, giving credit to the government incentives.

 

Moroccan inventors and innovations unions welcomed the new projects but emphasized that there is still a long way to go for the country to maintain a threshold of innovation,

 

Abderrahim Boumediane, president of the Moroccan Inventors and Innovators Association, said most of the government’s reforms in the innovation field could turn out to be ineffective as, “Morocco still doesn’t have a ministry for scientific research”, which hampers the sustainability of such projects.

 

However, according to Akhchichine, the government is currently working to reform this measure and is in the process of creating a legal and regulatory framework for scientific research.

 

 

 

Across the world, governments, donors, private companies, parents and schools are establishing computer facilities and connecting them to the Internet in an effort to improve education. Although well intentioned, a common result of these efforts is the challenge schools have in keeping their computers running, covering increased costs for electricity, paying for Internet connectivity and integrating the use of computers into the curriculum.

The Computer System Sustainability Toolkit is designed to help staff, students and parents at schools gain the skills needed to develop and implement plans to establish and/or sustain their computer systems. The Toolkit is written so that members of the school and community can create and implement their plans without additional external support.

Does this Toolkit work? Can computer facilities at schools really become self-sustaining entities? Can schools really generate sufficient income from their facilities to keep their systems running, to buy new equipment, and to build the capacity of their staff to use the computers? Can schools really learn to integrate the use of their computers across their curriculum? And can they do all this on their own?

The short answer to these questions, at least according to the initial evidence, is YES!

The content from the Toolkit was first used with the staff and students at five rural schools in Southern Sumatra as part of a small project that was funded by Qualcomm Wireless Reach. Before this effort, most of the computers that had been installed at these schools a year earlier were not working, the schools were no longer connected to the Internet and the IT teachers were the only teachers at these schools who were using the computers with students. Now, three years later, all the computers at these schools are fully functioning, the labs are well maintained, most teachers at these schools now use the labs with their students and each school has a well established Student Support Technicians Club (SSTC). And all this has been done with funds generated through the use of their computer facilities.
